Purpose of the Bill : This bill would allow the reestablishment of a sports lottery in the State of Delaware. The bill would only authorize sports betting at the three currently operating racinos. It states that the proceeds from the sports lottery would be divided equally between the racinos and the State of Delaware, and the bill also imposes a $4.5M annual license fee to be divided between the racinos. HS 1 to HB 100 also decreases the commission currently paid to the racinos. Additionally, this bill creates a Video and Sports Lottery Study Commission to conduct two studies. The commission shall study the regulatory and operational aspects of table gaming in the state. The study should also include a timeline for implementation of table gaming in the state, should the General Assembly seek to do so. The commission will also study whether the state should expand the number of gambling venues, including both additional casinos and additional venues for the conduct of only a sports lottery.
Committee Findings: After listening to public comment, the committee decided that this bill would require a number of amendments. One amendment would state that the Delaware Blue Rocks would not be eligible to be included in sports betting. Other concerns dealt with the tax increase to the racinos on May 1st. There was debate as to whether or not an amendment should address this issue.
